MINUTES
- Welcome - Mel Baber welcomed those present to the
meeting and the Executive Committee introduced themselves
to new members.
- Apologies – none.
- Chairman’s report – Mel Baber read the business
minutes of the last meeting, acceptance proposed M Stockwood, seconded R
Hart, 3 abstentions, remainder in favour.
- Treasurer’s report – there is currently £89.78 in the
bank. All other amounts raised have been passed over to the treasurer of
the Forum for the Fireworks Fund.
- Secretary’s report – none.
- Membership of NoRA – the fee for continued membership
is £10. Mr H. Huntley proposed, A McCormick seconded that this go ahead. 3
abstentions, remainder in favour.
- Parking/fines outside the library, Lib Club – at Forum
(17 January) CAR representatives were told that someone will look at the
cars parked there and go back after half an hour and issue tickets as
necessary. How do you prove the time? E McCormick said that the clerk had
been seen taking photographs. B Lush said that there needs to be a machine
there which issues free timed tickets. G Daniel
asked about disabled parking – did this apply to them? Yes, but
disabled parking is for an hour. B Lush said that the number of parking
spaces are being reduced outside the library. He agreed that this was only
directed at one person, but he had already said that and been jumped on. A
McCormick asked where the £100 had come from. B Lush said it was the same
as the main car park and supposedly the rules are printed on the back of the
penalty ticket. Had this been approved by full council? B Ireland said it
needed to be and it was up to the sub-committee to put it before council. P
Clark could not remember if it had been passed by full council, but
remembered a sub-committee meeting where it had been proposed. J Harman
said that his neighbour had been given a ticket before the signs went up
and had been told by Barry Jordan that the car could be crushed because it
had been left unlocked and with the keys in. B Ireland asked for sight of
the ticket. Mel Baber asked councillors to look into this, to see if any
help could be given if the ticket had been given before the notices went
up. F Samuel asked who was authorised to issue penalty notices. Mel Baber
said Barry Jordan and Peter Richards. A McCormick said that there had been
an issue in Bude when it was found that a councillor had been issuing
tickets. It is only legal if the person has been trained. Mel Baber said
that she was concerned that Barry Jordan lied in court about issuing a
ticket and can now say that a car has been there for half an hour. E
McCormick asked if the clerk is allowed to
take photographs? B Ireland thought yes. F Samuel asked how you would know
he has issued you a fine notice. B Ireland said he would give you a
ticket. E McCormick said that if you are caught speeding on a police
camera, that camera is calibrated and checked. If photographs are to be
relied upon those photographs must be tamper-proof. C Rickwood asked how
would you know who this man is when he is
taking photographs of your car. Does he carry identification? There are
many new residents coming into Camelford to live and the town is also used
by holidaymakers. A lot of people would not know who the clerk is. J
Harman said that the notice should say that the car park is subject to
periodic checks. Secretary to write. Also to be brought up in next

- New medical centre – on 11 January there had been a
meeting between members of the Town Forum and John Craig from the PCT. It
appears that problems could occur because the only land which is being
considered is within a conservation area. No planning permission has yet
been granted. It is possible that English Heritage could block it or make
it financially unviable. The PCT has promised that, should planning fail,
for whatever reason, they will consult on where it will be sited. P Clark
said the town council could block it by not granting access to the site
through the car park. B Ireland said there would be some parking on the
flat site for disabled drivers, some 15 places
once the old surgery had been pulled down. B Lush said that there
would have to be a lot of excavation to use that site. M Stockwood asked if
that was the only possible site. B Ireland said that they had had five or
six others which had been discounted. In Dark Lane there is a site of about
3 acres, the owner of which will sell but only
for a medical centre site. PCT says it is not central, but many
things are close by – school, bus stop, helicopter landing area. B Lush
asked if the land went right through to the Delabole road. B Ireland said
no, the school is behind it. Proposed by Mel Baber that we write to
English Heritage and NCDC, 3 abstentions, rest in favour.
- Footway and Street Lights, Delavue Terrace to Valley
Truckle – B Lush said that this could be further complicated as the garage
may be developed for housing – planning consent is currently being sought.
P Clark said the verge concerned is plenty wide enough. B Ireland said that
County Councillor Janey Comber only has a
certain amount of money and it would not be enough. B Lush said that Janey
did not have the money this year – it went on the Co-op crossing. C
Rickwood said that children are walking in the dark after school and they
have to walk on the road. B Lush said this was not taken up with the
developer. The ‘service entrance’ has become an entrance road to the
estate. He added that two householders in Longfield had been approached to
have a pathway between their two houses which would give access to the
estate, but they had, understandably, not been willing to do this.
Alleyways always cause trouble, crime and mess. F Samuel said that if the
developer had put in the access road without planning permission, then
Planning Department should be contacted. M Baber asked who owned the
verge? B Lush said it could be Highways, or the builder. Write to Planning
and Highways.
- Pedestrian scheme – it was reported by the mayor that
it would be finished by Easter. B Lush had been approached by a householder
who did not want a light put on their house,
or a pole replaced in case it interfered with house foundations. It would
be more appropriate further away. B Ireland said he thought that all lights
were going on buildings, not posts, and that downlighters were being used.
M Stockwood had a picture of the proposed lights and would let Mel Baber
have it to put on the CAR website. Co-op crossing – Mel Baber asked how
that was going. Everyone said it was still lethal, and John Hough continues
to fight. B Lush said that he had been told that the crossing will not be
moved. He had asked for a high kerb around that junction, but the money
had run out. Mel Baber said we should continue to monitor the situation.
Chapel Street – no entry from the bottom (A39).
- Distributor Road – F Samuel asked what had happened to
the visit to London with the new petition. Mel Baber said she would ask the
mayor.
- Bowithick Tip – it has been reported that from 1 April
Bowithick tip will be open at weekends and the facility will be improved,
with a review in 3 years. There will also be consultation with parish
councils about which one or two days during the week would be most useful.
Would it be possible to buy re-cycled items?
- A30 Dualing, Cardinham to
Temple – B Lush gave details of the campaign being run by Cardinham parish
council to re-instate the dualing of this dangerous 2½
mile two-way stretch
of the A30 in North Cornwall. A meeting is being held at Cardinham village
hall at 7.30 pm on 26 January 2007. B Lush will go, representing the
council and NC CALC, of which he is chair. The aim is to reverse the
decision of the South West Regional Assembly to defer work on this stretch
of road from 2008 to 2016 at the earliest. When this stretch of road is
closed because of frequent and sometimes fatal accidents traffic is diverted
across the moor to Camelford. This causes traffic mayhem in Camelford and
the surrounding villages, mainly St Teath. M Stockwood said that the
follow-on from Objective One might have money for the A30, but that is a
50/50 deal in which every Euro has to be matched.
Mel Baber said that we must support
this and we should write to Janey Comber and the SWRA.

Report on fireworks – Mel Baber said
we had such a good night. There was very little mess to clear up in the
town. There is a thank you to everyone who helped and contributed on the
website. And the Christmas lights were truly spectacular. And a lovely
thank you letter was in the Guardian last week from a gentleman from
Sevenoaks who really appreciated the lights as he drove through Camelford.
We will do more publicity this year. The Fireworks committee is meeting
next Wednesday to discuss future fundraising. There is a safety issue with
the torchlight procession which needs to be discussed with the Town Forum.
The collection on the night amounted to £496, with Bob Ellison the champion
collector. £2652 was raised altogether. Thank you to the generous people
of Camelford.
- CAR newsletter – it was
thought that it may be useful for CAR to own its own laser printer and
various ideas were discussed. Also, outside agencies may be approached,
such as Trago, for help with a printer/printing. Eddie – you do a fantastic
job with this. Janey Comber said how good the 4th issue is.
Well done to you and the rest of the family for getting it out to the new
estates.
- Website – 3600 hits since
it started. Mel Baber explained to new members that members of CAR take
notes at all town council meetings and these are published on our website
because the official council minutes were not accurate and when this was
questioned no information had been forthcoming.
- Local Council Elections,
May 2007 – Mel Baber suggested that there should be a separate meeting about
this. Information has been obtained from the Electoral Commission and
contact made with Emma Rowse. Interested members to liaise about a future
meeting.

HERS, all
going to plan with several buildings signed off. Underground cabling due to
start very soon. Tim Yeoman currently preparing an exit strategy.
Trefrew
Bridge/Broadwood path, Application submitted to Co-op dividend scheme for £5000
which is close to the amount needed. NCDC to provide the balance from a
regeneration fund.
NCDC &
CCC, Zig zags will be painted on the road outside the Primary School. Local
Government Reorganisation bid to be submitted by CCC on 23/01/07.
Sir James
Smith, Meeting about ‘through school’ took place on 08/01/07. Extensive
consultation to take place in the near future, with a possible start date for
the works in 2009.
Adult
Education, building work now started.
CTC,
Easter Fayre to take place in Enfield Park enterance 07/04/07. Car park
maintenance employee due to start 01/04/07. Council concerned about build up of
debris in the river.
Town
Trust, Derries have now stopped parking in the parking bays by the Darly, but
another builder has moved in instead!
Youth
Club, extension started.
A.O.B.,
Education out of School is moving from the flat above Barclays to the Gaia
Centre. This will provide excellent facilities for 37 young people who can’t
attend mainstream school, and can also be used as a resource for other schools
in the area.
Next
Forum meeting 21/02/07.
- M Stockwood – when
Highways were digging up the roads for the fibre-optics they removed the
warning sign going out from Camelford to Camelford Station which said
‘Crossroads’. When it was foggy that sign was very useful. Write
to Highways.
- Letter from Craig
Dental Group – write to the Cornwall and Isles of Scilly PCT, copy to
Dan Rogerson about the loss of dental places in north Cornwall.
- A McCormick – Enfield
Park – Ada would like to do a history of Enfield Park. It was suggested
that information could be obtained from Robin Moore in Trefrew Road, and
Sally Holden. This will not be an immediate project, but a long term
one.
- B Ireland – cleaning
the river. Mel Baber due to speak to English Nature in the first week
of February. At the next Forum meeting she will be asking for
volunteers – wellie time.
