 Minutes of the meeting held on 16 February 2006

at St Thomas’s Church Hall

 

  1. Welcome – E McCormick welcomed all those present and thanked Brenda Oliver for the continued use of the Church Hall.
  2. Apologies – received from M Baber and J Pearce.
  3. Minutes of the meeting 19 January 2006 – adoption proposed by F Samuel, seconded by R Hart, one abstention, none against. 
  4. Matters arising – no reply has been received from Liskeard Chamber of Commerce.  The CAR/Chamber of Commerce Survey is now complete and available on the website,.  It is also put forward for publication in the forthcoming Forum magazine, subject to agreement by the committee. 
  5. Treasurer’s Report – the position is that we now have £96.63 in the bank.  All expenses for the website have been paid and £83 was raised at the quiz night last month.  Many thanks to Eddie McCormick for organising this and being the quizmaster.  A good time was had by all.  More such events will follow.
  6. Conciliation meeting on 24 January 2006

17 February – final date for written suggestions for car park review

22 February – CTC car park sub committee meeting, 7 pm, CDCDT offices, College Road, to decide which suggestions are viable.  Agenda published and on town notice boards.

24 February – CTC will give CAR a list of acceptable suggestions.  CAR and CoC will distribute this information to residents and businesses.

15 March – all comments on the above to CTC ready for their car park review, to take place before 31 March.

This procedure not yet ratified by Camelford Town Council – on agenda for 21 February.

  1. Delivery of leaflets – volunteers are needed to reach every household in Camelford.  Please give your name if you can help.
  2. Car Park Review – see above
  3. Petition – to take around with the leaflets for those who would prefer to sign a petition.
  4. Fireworks and fundraising - letters have been written to CTC asking them to insure the procession from the fireworks to Enfield Park.  J Williams said she was confident there would be no problem with this.  She also said that the major money raised last year was from the safari supper, plus other smaller events.
  5. Correspondence -
    • Press release from CAR, 31 January 2006
    • Letter from CTC read out to the meeting, asking questions about who can become a member of CAR and how, and why are councillors discriminated against.  Sec to reply referring to the constitution.  Proposed M Stockwood, seconded A McCormick, all in favour.
    • Letters read out concerning ongoing correspondence between CAR and CTC regarding the alleged conduct of the mayor and the fact that a reply had been given before the meeting on which it was an agenda item.  Sec to write to the council to say that while we welcome acknowledgement of letters they should not be responded to until the council has met.  Further, in acknowledging letters notification should be given of the date on which the letter is to be discussed in council.
    • B Oliver asked how could we be sure that all letters about the car park review would be put forward to the meeting.  Sec to write asking the clerk for a list of submissions.
    • A McCormick said that the minutes of town council meetings are becoming increasingly unclear.  B Lush pointed out that the clerk has only just started, but M Stockwood said that he has been, and is, an experienced clerk.  Regarding the clerk’s written statement that the car park only took 5 minutes per day of his time, it was said that it took the previous clerk an hour minimum per day to count the money. 
    • F Samuel said that too much is being handled in private time and was this necessary.  B Lush pointed out that if a matter had to be referred to the court it should remain private.  E McCormick proposed and F Samuel seconded that the secretary write to ask the council to refrain from excessive use of exclusion clauses.  2 abstentions, remainder in favour.
  6. Website – Bob Ireland is now updating the website with material from and relating to CAR.  Congratulations to the person who set up the site.  It is clear and easy to navigate.  Sec to write thanking her.  A McCormick asked B Oliver if we could add the history of the Church and photographs to the site as the Church has been so good to us.  B Oliver agreed and will supply material.
  7. Any other business – M Stockwood  said that he had been challenged to give names of towns where car parking is free.  He cited Lydney (Glos), Callington (on precept), Calstock (who installed pay and display machines but gave up after prolonged damage) and Lostwithiel (free car park next to the farmers’ market).
    • J Hough said that towns that do have free parking very often restrict the length of time to, say, 3 hours or so.   M Stockwood said that if the car park returned to no parking fee then business people who need to park all day may have to pay a reasonable annual contribution and be restricted to the top end of the car park.  It was pointed out that this is where it all started.
    • D Pengelly said that when we drop forms could we put in a separate slip about CAR and what it is doing.  We are not getting enough coverage.  A McCormick suggested that we do a joint leaflet with the Town Trust and the Chamber of Commerce, giving information about all parties and the issues we are covering.  We need to generate more interest,  but what we are discussing will be on the website.  F Samuel asked if we could put an article in the Forum magazine.
    • E McCormick reported on the Forum meeting, 15 February.  More money is now available for the heritage scheme and the closures will be extended by two weeks.  Promise to finish by Easter.  A Farmer’s Market is being discussed, meeting at CDCDT office on 23 February.  Main road will be closed 2 December for lights celebration.
